The Lawshe content validity ratio (CVR) is a simple, quantitative method for judging whether the items of a test or measure actually represent the content they are meant to cover, based on the agreement of a panel of subject-matter experts. Charles Lawshe introduced it in 1975 to address a gap in personnel testing: content validity had long been treated as a matter of judgment with no number attached, leaving practitioners unable to defend item retention decisions objectively. Lawshe's insight was to ask experts a focused question, is this item essential, useful but not essential, or not necessary, and to convert the proportion who call an item essential into a ratio that ranges from minus one to plus one. Items whose CVR exceeds a critical value tied to panel size are retained, and the average CVR of retained items gives a content validity index for the whole instrument. The method's clarity made it a durable standard in test development. It is especially common in human resources, nursing, and health-measure validation.

When to use it

Use the Lawshe content validity ratio when developing or revising a test, scale, or assessment and you need a defensible, quantitative basis for deciding which items adequately represent the content domain, drawing on expert judgment. It is well suited to employment tests, knowledge and certification exams, job-analysis-based selection instruments, and health and nursing measures, particularly where legal or accreditation requirements demand documented content validity. It is less appropriate when the construct is so abstract or novel that no settled pool of qualified experts exists, when only a tiny expert panel is available so that chance agreement is hard to rule out, or when the validity question at hand is really about a measure's relationships with other variables (criterion or construct validity), which the CVR does not address.

How is the content validity ratio calculated and what do its values mean?

For each item, you count how many experts rated it 'essential,' call that number n-essential and the panel size N, and compute CVR = (n-essential minus N/2) divided by (N/2). The index runs from minus one to plus one. A CVR of zero means exactly half the panel judged the item essential, which is no better than chance; a CVR of one means every expert called it essential; a negative CVR means fewer than half did. The formula essentially measures agreement beyond the fifty-percent baseline. Higher values indicate stronger expert consensus that the item is essential to the content domain, which is the evidence of content validity Lawshe set out to quantify.

What is the difference between the CVR and the CVI?

The content validity ratio (CVR) is an item-level statistic: it quantifies expert agreement that a single item is essential and drives the decision to keep or drop that item against a critical value. The content validity index (CVI) is a test-level summary: in Lawshe's original formulation it is the mean of the CVRs across the items retained, giving one overall figure for how well the surviving items represent the domain. So the CVR works item by item during development, and the CVI characterizes the finished instrument as a whole. Note that in nursing and health research the term CVI is sometimes used for a related but differently computed index, so it is worth specifying which definition is meant.

How many experts do I need, and how do I set the cutoff?

The number of experts directly governs the cutoff. Lawshe provided a table of minimum acceptable CVR values keyed to panel size, derived so that agreement is unlikely to be due to chance, with smaller panels requiring higher CVRs and larger panels permitting lower ones. A common reference point is that around ten experts require a CVR of roughly 0.62. Too few experts make it hard to distinguish genuine consensus from luck, while very large panels can make the threshold easy to clear, so a moderate, well-qualified panel is typical. Importantly, you should look up the critical value for your actual panel size rather than apply a single fixed cutoff, and be aware that later authors have published corrections to the original table.
