The residual method estimates the size of the unauthorized migrant population by subtraction: it takes the total foreign-born population counted in a census or large survey and removes the part that can be accounted for as legally resident, treating whatever remains as the unauthorized residual. Robert Warren and Jeffrey Passel introduced and validated the approach in their landmark 1987 Demography article, which matched undocumented aliens counted in the 1980 United States census against administrative records of legal immigrants. The arithmetic is deceptively simple, but the credibility of the estimate lives entirely in the adjustments. The legally resident stock must be aged forward from admission records and reduced for those who have since died or emigrated, and the resulting residual must be inflated to account for the share of unauthorized migrants the census itself failed to count. Done carefully and computed within detailed demographic cells — by age, sex, country of birth, and period of entry — the method turns two imperfect data sources that each say nothing directly about legal status into a defensible national estimate. When to use it

Use the residual method when you have a reliable, detailed count of the total foreign-born population and high-quality administrative records of the legally resident foreign-born, and you need a national or large-area estimate of the unauthorized population. It is the method of choice for official and research estimates in countries with strong immigration administrative data and a good census or large survey, where the legal stock can be reconstructed by cohort and adjusted for mortality and emigration. It is well suited to producing trend estimates over successive census or survey rounds. The method is less appropriate where administrative records of legal immigrants are incomplete or do not link to the census categories, where emigration of legal immigrants is so poorly measured that the legal stock cannot be aged forward credibly, or in small areas where the residual is a small difference between two large, uncertain numbers and is swamped by error. It also presumes a foreign-born concept that maps cleanly onto legal-status categories.

The method never tries to identify unauthorized individuals; it accounts precisely for everyone who is legal and treats the remainder as unauthorized. The census gives the total foreign-born population, which includes both legal and unauthorized residents. Administrative records, once aged forward for mortality and emigration, give a good estimate of how many legal foreign-born residents should appear in that census. Subtracting the second from the first leaves the unauthorized foreign-born who were enumerated. The logic works because legal status, though invisible in the census, is fully documented in the admission records, so the unauthorized population emerges as the part of the census total the legal records cannot explain.

Why is the census undercount adjustment so important?

Unauthorized migrants are among the people most likely to avoid or be missed by a census, because of fear, mobility, irregular housing, and language barriers. As a result, the raw residual — census foreign-born minus adjusted legal foreign-born — counts only the unauthorized migrants the census actually reached, which is fewer than the true number. To recover the full population, the enumerated residual is divided by one minus an estimated undercount rate, inflating it to account for those missed. How does the residual method differ from capture-recapture estimation?

Both estimate hidden populations, but from different data and logic. The residual method uses a complete census count and administrative records of the legal population, deriving the unauthorized total by demographic subtraction and an undercount correction; it is top-down and depends on accurately sizing the legal stock. Capture-recapture instead links two or more partial administrative lists of irregular migrants and infers the unobserved from the overlap, depending on assumptions about list independence and capture heterogeneity. The residual method excels at national estimates where census and admission data are strong, while capture-recapture is useful where only enforcement-style registers exist; the two are commonly used together to triangulate an estimate.
