Intervening Opportunities Model

The intervening opportunities model, introduced by Samuel Stouffer in 1940, explains the volume of migration between two places not by the physical distance separating them but by the number of opportunities available at the destination relative to the opportunities a migrant would encounter along the way. Its central claim is provocative: there is no necessary relationship between mobility and distance. Distance only matters because crossing more of it usually means passing more chances to stop. Formally, the number of people moving a given distance is directly proportional to the number of opportunities at that distance and inversely proportional to the number of intervening opportunities. Stouffer revised the model in 1960 to add 'competing migrants' — rivals converging on the same destination from other origins — giving spatial-interaction analysis an alternative to the gravity model that is grounded in opportunity structure rather than mass and distance.

When to use it
Use the intervening opportunities model when you have origin-destination migration data together with a credible, distance-orderable measure of opportunities — vacancies, jobs, housing, or absorbed in-migrants — and you want a behavioral account of flow volume that does not treat distance as an intrinsic deterrent. It is especially apt for internal migration and residential relocation, where opportunity counts are observable and the 'nearest acceptable option' logic is plausible, and it offers a principled alternative when gravity models fit poorly or when you want to test whether opportunity structure dominates pure distance. It is less suitable when no meaningful opportunity count exists, when moves are dominated by non-opportunity factors such as conflict or family ties, or when the relevant deterrent really is travel cost rather than foregone alternatives along the route.

How is this different from the gravity model of migration?
The gravity model predicts flows from the populations (masses) of two places divided by a power of the distance between them, treating distance as a direct deterrent. Stouffer's model denies that distance is intrinsically a cost: flows depend on the opportunities at the destination relative to the opportunities lying between origin and destination. Distance enters only because greater distance usually means more intervening opportunities. The two often fit similar flows, but they imply different mechanisms and different policy levers — gravity points to reducing travel friction, opportunities points to redistributing opportunities.
What counts as an 'opportunity' in practice?
An opportunity is whatever the migrant is moving to obtain: a job vacancy, an available dwelling, a school place, or land. Because these are hard to enumerate directly, Stouffer and successors often proxy opportunities by the number of migrants a place actually absorbs, on the logic that absorbed in-migrants reveal realized opportunities. This proxy is convenient but must be handled carefully to avoid circularity, since the absorbed migrants are close to the quantity being explained.
Why add competing migrants in the 1960 version?
The original model explained why flows from a single origin decay with intervening opportunities, but it ignored that the same destination attracts migrants from many origins simultaneously. Those competitors consume the destination's opportunities, so any one origin's flow should be deflated by the count of competing migrants. Adding this term lets the model reproduce destination saturation and improves fit to real interstate and metropolitan flows, making it a genuine two-sided spatial-interaction model.
