Intention-to-migrate prediction models stated plans to migrate as a forecast of actual migration behavior, taking seriously that what people say they will do is informative but imperfect. Migration surveys routinely ask whether respondents intend or plan to move, and these stated intentions are among the strongest available predictors of who later migrates; yet the link is far from one-to-one, because intentions are frustrated by constraints and some moves happen without prior plans. Jorgen Carling's 2002 work on involuntary immobility highlighted exactly this slippage between wanting or planning to migrate and being able to, and Hein de Haas's 2021 aspirations-capabilities framework formalized why intentions translate into behavior only when capability is present. The method estimates the probability of intending to migrate from individual and contextual covariates, relates intention to subsequent observed moves, and explicitly measures the intention-behavior gap. It then calibrates and validates its predictions against later migration, and refines them by conditioning on capability. The aim is honest, validated prediction rather than treating stated intention as destiny.

When to use it

Use intention-to-migrate prediction when you have survey-measured migration intentions and want to forecast who will actually migrate or to study how reliably plans translate into moves. It is most powerful with longitudinal data that link stated intentions to later observed outcomes, allowing genuine validation, but it is also useful cross-sectionally to model the determinants of intention. The method suits questions about migration potential, the effectiveness of intention as an early-warning indicator, and the role of constraints in frustrating plans. It is less appropriate when no behavioral follow-up is available to check predictions, when migration is driven by sudden shocks that intentions cannot anticipate, or when the population's intentions are too unstable to be meaningful. It complements the aspirations-capabilities survey, which supplies the aspiration and capability inputs, and discrete-time hazard models, which handle the timing of the move.

If many people who intend to migrate never move, why model intentions at all?

Because intention is still one of the best predictors available: people who state plans migrate at much higher rates than those who do not, even if the relationship is far from certain. The point is not to treat intention as destiny but to use it as a calibrated signal whose error rate you measure. By quantifying how often intenders fail to move and adjusting for capability, the model extracts the genuine predictive content of intentions while being honest about their limits, which is far more useful than either ignoring intentions or naively believing them.

What is the intention-behavior gap and how is it measured?

The intention-behavior gap is the discrepancy between what people say they will do and what they actually do. It has two sides: intenders who do not migrate (frustrated plans, central to Carling's involuntary immobility) and non-intenders who do (unplanned moves). It is measured with longitudinal data by computing the conditional probabilities of moving given prior intention, ideally as a full confusion matrix of predicted versus realized migration. Reporting both error directions characterizes the gap and reveals where intentions break down, which is itself a substantive finding about constraints and opportunities.

Why add capability to a model that already includes intention?

Because intention without the means to act often fails to produce migration. De Haas's framework holds that behavior results from the interaction of aspiration or intention with capability, so an intention backed by money, networks, and legal access is far more likely to be realized than the same intention without them. Including a capability measure and its interaction with intention lets the model distinguish realizable from frustrated plans, which typically improves predictive accuracy and yields interpretable insight into how constraints filter intentions into actual moves.
