Information literacy rubric assessment measures how well students find, evaluate, and use information by scoring their authentic work, papers, annotated bibliographies, research projects, against an analytic rubric that names the dimensions of information literacy and describes performance levels for each. Rather than relying on multiple-choice tests of isolated knowledge or on student self-report, it judges what students actually produce. Project RAILS (Rubric Assessment of Information Literacy Skills), led by Megan Oakleaf, investigated how academic librarians can build and apply such rubrics collaboratively, while the Association of American Colleges and Universities' VALUE rubric supplies a widely used analytic framework with dimensions such as determining the extent of information needed, accessing it, evaluating sources critically, and using information ethically. Calibrated raters score the work, and the aggregated scores reveal achievement and instructional gaps.

When to use it

Use information literacy rubric assessment when you want authentic, diagnostic evidence of students' information literacy from the work they actually produce, to evaluate library instruction or a program, document learning outcomes for accreditation, or pinpoint which skills need stronger teaching. It is well suited to assignments that genuinely require finding, evaluating, and using sources, and to programs that can invest in building a rubric and calibrating raters. It is less appropriate when no authentic artifacts are available, when resources do not permit rater calibration (so reliability cannot be assured), or when the goal is a quick, large-scale snapshot of knowledge for which a validated test or survey is more efficient. The method also presumes assignments designed to elicit the targeted behaviors; a misaligned assignment undermines even a perfect rubric.

Why use a rubric instead of a multiple-choice information literacy test?

A multiple-choice test can efficiently sample declarative knowledge, recognizing a good source, knowing what a citation is, but information literacy is fundamentally about doing: actually finding, judging, and using sources in real work. Rubric assessment scores authentic artifacts such as research papers and annotated bibliographies, so it measures applied performance rather than recognition. It is also diagnostic, because analytic scoring reveals which dimension is weak. The trade-off is cost: rubrics require building criteria, designing aligned assignments, and calibrating raters, whereas tests scale cheaply. Many programs use a test for breadth and rubrics for authentic, actionable depth.

How is inter-rater reliability achieved in rubric scoring?

Through calibration, often called norming. Before scoring real work, raters independently apply the rubric to a shared set of anchor artifacts, then compare their scores, discuss where and why they differed, and refine their common interpretation of the level descriptors. This continues until agreement, measured by a statistic such as Cohen's kappa or Krippendorff's alpha, reaches an acceptable threshold. Double-scoring a subset during the main scoring monitors that agreement holds. Project RAILS found calibration both essential and surprisingly demanding; without it, scores reflect individual rater tendencies rather than student performance, undermining the whole assessment.

What is the difference between the RAILS approach and the AAC&U VALUE rubric?

They are complementary. The VALUE rubric is a specific, ready-made analytic rubric for information literacy, with defined dimensions and capstone-to-benchmark performance levels, intended for shared use across institutions. Project RAILS is a research project and body of practical guidance about how to do rubric assessment well, whether with VALUE or with a locally developed rubric, covering collaboration, assignment design, rubric construction, rater calibration, and using results to improve instruction. In short, VALUE gives you an instrument, while RAILS gives you the method and lessons learned for building, calibrating, and applying such instruments effectively.
