IGO Network Analysis

IGO network analysis treats the web of states' memberships in intergovernmental organizations as a network and studies its structure and consequences. Using membership data such as the Correlates of War IGO dataset (Pevehouse, Nordstrom, and Warnke 2004), it represents which states belong to which organizations as an affiliation network, projects it into a state-to-state graph of shared memberships, and analyzes how organizational ties bind states together — measuring integration into global governance, detecting institutional blocs, and testing whether shared IGO membership shapes outcomes like trade and conflict.

When to use it
Use IGO network analysis when you want to measure states' integration into international institutions, map the structure of global governance, detect institutional blocs, or test whether shared organizational membership affects cooperation and conflict. It complements alliance and trade network analysis as part of studying the Kantian/liberal web of ties among states. It is less suited when membership lists are incomplete or organizations too heterogeneous to treat as equivalent ties, or when the question concerns the internal politics of a single organization rather than the network among states.

What is an affiliation (two-mode) network and how does it become a state network?
An affiliation network links two different types of nodes — here states and organizations — recording which states belong to which IGOs. Projecting it onto the states produces a one-mode network in which two states are tied by the number of organizations they share, computed as B·Bᵀ from the membership matrix. The projection summarizes institutional proximity but discards some information present in the original two-mode structure.
Why is treating all IGOs as equal a problem?
Intergovernmental organizations range from the UN and WTO to small technical commissions, differing enormously in scope, authority, and consequence. Counting a shared minor body the same as shared membership in a powerful regulatory organization can dilute or distort the co-membership tie. Analysts often weight organizations by institutionalization or restrict to consequential IGOs to make the network meaningful.
How does IGO network analysis fit the liberal peace argument?
Liberal/Kantian theory holds that democracy, trade interdependence, and international organizations jointly promote peace. IGO network analysis operationalizes the institutional leg of this triangle: by measuring shared organizational membership as ties among states, researchers test whether denser institutional connections reduce conflict and foster cooperation, alongside the democratic peace and trade-interdependence components.
