Chain of Explanation

The chain of explanation is the core analytical device of regional political ecology, introduced by Piers Blaikie and Harold Brookfield in Land Degradation and Society (1987). It treats an environmental outcome such as soil erosion not as a technical accident but as the visible end of a causal chain that runs from the individual land manager outward through the household, the regional economy, the state, and ultimately the world economy. Rather than blaming the farmer or the rainfall, the analyst follows the chain link by link to show how decisions on the ground are shaped by pressures and constraints set at much wider scales. The method is closely allied to Andrew Vayda's progressive contextualization, which begins with a specific human-environment activity and explains it by placing it in progressively wider contexts. Together these give political ecology a disciplined, scale-spanning way to connect local degradation to its political-economic roots.

When to use it
Use the chain of explanation when a local environmental change, such as erosion, deforestation, salinization, or rangeland loss, appears to be driven by social and economic forces operating beyond the affected site, and you want to connect ground-level land management to its wider political-economic causes. It is well suited to case-based, place-grounded research where you can observe actual managers and reconstruct the contexts that constrain them, and where degradation is contested or has been misattributed to local ignorance or natural causes. It is less appropriate when the question is purely biophysical, when no human management decision is involved, or when you need a large-N statistical generalization rather than a deep multi-scale causal account; in those cases pair it with land-change statistics or treat it as the qualitative complement to them.

How is the chain of explanation different from just listing causes of environmental change?
A list of causes treats factors as parallel and unordered. The chain of explanation is ordered and nested: it starts from a concrete land-management decision and an observed change, then explains that decision by the next-wider context, that context by the one above it, and so on. Each link is justified because it bears on the link below, following Vayda's progressive contextualization. The result is a connected account of how forces at very different scales jointly produce a single local outcome, not a checklist of independent drivers.
Where does the chain stop? How far up should you go?
There is no fixed endpoint, and this is both a strength and a recognized weakness. Blaikie and Brookfield and Vayda both advise extending the context only as far as the evidence shows it bears on the activity being explained: you keep adding wider links while each one demonstrably constrains the decisions below it, and you stop when further widening adds no explanatory power. In practice this means the chain often reaches the state and world-market level for export-oriented degradation but may stop sooner for locally driven change. Discipline comes from grounding each link in evidence rather than from a preset boundary.
Does the chain of explanation ignore the natural environment?
No. Although it is associated with political-economic analysis, the chain explicitly includes a biophysical link: degradation is defined as a relation between human pressure and the land's own sensitivity and capability. Blaikie and Brookfield treat land degradation as social and natural at once, so a sound chain must specify both what the land manager did and how susceptible the site was. Dropping the biophysical link, and attributing every outcome to politics alone, is a common pitfall the original framework warns against.
