Participatory scenario planning is a structured, multi-stakeholder method for exploring how a social-ecological system might unfold under irreducible uncertainty, rather than predicting a single most-likely future. Drawing on the scenario tradition formalized for conservation by Peterson, Cumming and Carpenter in 2003, it brings together researchers, managers, and affected communities to identify the forces driving change, isolate the critical uncertainties that matter most, and build a small set of contrasting yet plausible and internally consistent narratives. Candidate policies are then stress-tested across these alternative futures to find strategies that remain acceptable no matter which future arrives. Because the scenarios are co-produced, the method also builds shared understanding and social capital among participants who may begin with divergent interests.

When to use it
Use participatory scenario planning when a consequential environmental or social-ecological decision must be made under deep, irreducible uncertainty that cannot be resolved by more data or better forecasting, and when multiple stakeholders with different knowledge and interests have a stake in the outcome. It suits long time horizons, contested problems such as climate adaptation, land-use change, water governance, or biodiversity management, and situations where building shared understanding among participants is itself valuable. It is less appropriate when the future is fairly predictable and a forecast would suffice, when a single optimal answer is needed quickly, or when there is no genuine capacity to engage stakeholders in sustained co-production. It complements rather than replaces quantitative modeling and expert elicitation.

How is scenario planning different from forecasting?
Forecasting tries to estimate the single most likely future and attaches probabilities to outcomes. Scenario planning, as set out by Peterson, Cumming and Carpenter, deliberately abandons the search for one most-likely future when uncertainty is irreducible, and instead builds a small set of contrasting, plausible futures to explore the range of what could happen. The goal is not prediction but robustness: finding strategies that perform acceptably across all the scenarios, so the method is most valuable precisely where forecasting is least reliable.
Why must the scenarios be participatory?
Co-producing scenarios with stakeholders does two things. First, it improves the scenarios themselves by incorporating local and tacit knowledge about the system that no single expert holds. Second, the shared act of imagining futures builds common mental models and social capital among participants who may start with divergent interests, which makes subsequent deliberation about policy more constructive. A scenario set built behind closed doors may be technically competent but will lack the legitimacy and the buy-in that make it actually influence decisions.
How many scenarios should a study produce?
The conservation scenario tradition recommends keeping the number small, typically two to four, so each scenario is distinct, internally consistent, and memorable. A common device is to cross the two most critical uncertainties to form a two-by-two matrix yielding four contrasting worlds. Producing many scenarios dilutes the contrast that makes them useful for stress-testing policy and overwhelms participants. The discipline of a small set forces clarity about which uncertainties truly matter.
