The Energy Cultures Framework is an interdisciplinary tool for understanding why people, households, and organizations use energy as they do, and how that behaviour might change. Developed by Janet Stephenson and colleagues at the University of Otago and published in Energy Policy in 2010, it models energy behaviour as the dynamic interaction of three elements: cognitive norms (what actors believe and expect about energy), energy practices (what they actually do), and material culture (the technologies, buildings, and appliances they possess). These three reinforce one another, tending to lock an actor into a stable 'energy culture,' and they are shaped by external influences such as prices, policy, infrastructure, and markets that lie beyond the actor's immediate control. The framework was designed as a pragmatic bridge between psychological models that emphasize attitudes and sociological practice theories that emphasize routines and materials. Its purpose is both to explain entrenched energy behaviour and to identify where interventions can break a self-reinforcing pattern. It is widely used in energy-policy and behaviour-change research.

When to use it
Use the Energy Cultures Framework when you need to understand and change energy behaviour and want a single structure that integrates beliefs, routines, and material conditions together with the external forces acting on them. It is well suited to applied energy-policy and behaviour-change research across scales, from households to firms to communities, and to settings where neither attitude-based nor purely practice-based approaches alone have proved sufficient. It works well with mixed-methods data and is valued for communicating clearly to policymakers. It is less appropriate when a study requires a formal predictive model or quantitative aggregation, when the research question is narrowly psychological or narrowly material, or when the analyst needs the deeper theoretical machinery of full practice theory to examine how practices emerge and spread. As a pragmatic heuristic, it organizes analysis rather than generating precise estimates.

Why does the framework say single-element interventions tend to fail?
Because the three elements reinforce one another. If you upgrade equipment (material culture) but leave norms and practices untouched, old routines and expectations can erode or negate the savings, a rebound effect; if you change beliefs without changing the infrastructure, behaviour reverts. Stephenson and colleagues argue that a stable energy culture resists change precisely because its elements are mutually supporting. Effective interventions therefore target the weakest reinforcing link and, where possible, align changes across norms, practices, and material culture together, often alongside shifts in external influences such as prices or standards.
