Adaptive Capacity Assessment

Adaptive capacity assessment evaluates the ability of a community, sector, or system to adjust to climate variability and change, to moderate harm, and to seize opportunities. It is the third and most actionable component of the IPCC vulnerability framework, the part that captures why two equally exposed and sensitive places can fare very differently. Barry Smit and Johanna Wandel's influential synthesis reframed vulnerability assessment around adaptive capacity and argued for a bottom-up, practitioner-oriented approach grounded in local knowledge of real exposures and coping. The IPCC Fourth Assessment Report chapter on adaptation, by Adger and colleagues, catalogued the determinants of adaptive capacity, economic resources, technology, information, infrastructure, institutions, and equity, and the barriers that limit it in practice. Rather than producing a single index number, the assessment builds a rich, context-specific picture of what enables and constrains adaptation. Its purpose is to identify concrete entry points for strengthening the capacity to cope with a changing climate.

When to use it
Use adaptive capacity assessment when you need to understand and strengthen a community's or sector's ability to cope with climate change, especially when the goal is actionable adaptation planning rather than ranking many units. It is well suited to participatory, place-based work where local knowledge of exposures, coping, and constraints is available and where stakeholders can be engaged. It complements a climate vulnerability index by explaining the capacity component in depth and identifying concrete levers. It is less appropriate when the task is rapid comparison across hundreds of units (where a composite index is more efficient), when stakeholder engagement is impossible, or when the research question is purely biophysical. Because it is qualitative and context-specific, its findings are rich but not easily standardized or aggregated, and it depends on the quality of participation and local data.

How is adaptive capacity different from vulnerability?
Vulnerability, in the IPCC framing, is the net result of exposure, sensitivity, and adaptive capacity. Adaptive capacity is specifically the ability of a system to adjust, cope, and recover, and it works to reduce vulnerability. Two communities with identical exposure and sensitivity can differ greatly in vulnerability if one has much higher adaptive capacity. Smit and Wandel argue that because capacity is the component people can most readily build, focusing assessment on its determinants and barriers is the most direct route to practical adaptation.
Why use a participatory, bottom-up approach instead of a capacity index?
Because adaptive capacity is highly context-specific and partly latent, an index can rank places but cannot explain what actually enables or blocks adaptation in a given community. Smit and Wandel advocate starting from the exposures people really face and the strategies they already use, then diagnosing determinants and barriers with local knowledge. This yields concrete, legitimate entry points for action that a top-down score misses. An index and a participatory assessment are complementary: the index screens broadly, the assessment explains and guides intervention where it matters.
Does high adaptive capacity guarantee successful adaptation?
No. Capacity is the potential to adapt, not adaptation itself. The IPCC AR4 chapter stresses that barriers, such as lack of information, institutional rigidity, financial constraints, and inequitable access, can prevent latent capacity from being mobilized, so a community rich in resources may still fail to adapt. This is why the assessment explicitly distinguishes nominal from effective capacity and examines the obstacles in the way. Realizing adaptation requires not only building determinants but also removing the constraints that block their use.
