Opportunity to learn (OTL) analysis measures the degree to which students are actually taught the content on which they are assessed, and relates that exposure to their achievement. Rooted in Carroll's 1963 model of school learning and developed as both a research concept and a policy instrument by McDonnell (1995) and the international IEA assessments, it treats content coverage, instructional time, and the alignment between the enacted curriculum and the tested curriculum as measurable conditions of learning rather than properties of the learner.

When to use it

Use opportunity-to-learn analysis when interpreting achievement requires knowing whether students were exposed to the assessed content — for example in evaluating curriculum reforms, diagnosing achievement gaps, validating the fairness of high-stakes tests, or comparing education systems internationally. It is essential whenever differential coverage is plausible across classrooms, schools, or countries. It is less useful when content coverage is genuinely uniform, when reliable measures of what was taught cannot be obtained, or when the policy question concerns learner aptitude rather than instructional provision.

Why is opportunity to learn classified under survey methodology?

Because the central measurement challenge is eliciting valid, reliable reports of what was actually taught — through teacher questionnaires, student surveys, and instructional logs — and aligning those reports to an assessment blueprint. The downstream achievement analysis uses regression or multilevel models, but the distinctive methodological work, and the main threats to validity, lie in the survey-based measurement of coverage.

How is OTL different from simply measuring instructional time?

Time is one dimension of OTL, but the construct is broader: it includes which specific topics were covered, the depth and cognitive demand of that coverage, the quality of instruction, and the alignment between taught and tested content. A class could spend much time on the wrong topics and still have low opportunity to learn the assessed material.

Can OTL analysis establish that coverage causes achievement?

Not on its own. The OTL-achievement association is observational, and classes with high coverage may differ systematically from those with low coverage. Causal interpretation requires stronger designs — randomized curriculum trials, instrumental variables, or longitudinal multilevel models that control for prior achievement — built on top of valid OTL measurement.
