The Pressure and Release model (PAR), developed by Ben Wisner, Piers Blaikie, Terry Cannon, and Ian Davis in their book At Risk, is the foundational framework for analyzing disasters as socially produced rather than purely natural events. It conceptualizes a disaster as the intersection of two opposing forces: a natural hazard on one side and, on the other, a progression of vulnerability that builds from deep root causes through dynamic pressures into concrete unsafe conditions. The metaphor is a nutcracker or 'crunch': the hazard squeezes a population whose vulnerability has been progressively constructed by political, economic, and social processes. Risk is expressed as the product of hazard and vulnerability, and the model's hopeful corollary — the 'release' — is that reducing risk means tracing the chain backward and relieving the pressures, addressing unsafe conditions, dynamic pressures, and ultimately root causes.

When to use it

Use the PAR model when you want to explain why a given hazard produced the disaster it did in terms of the social, economic, and political construction of vulnerability, and when designing risk reduction that addresses causes rather than only symptoms. It is well suited to comparative and case-study analysis of differential disaster impact, to framing development and disaster-risk-reduction policy, and to situating quantitative vulnerability indicators within a causal narrative. PAR is less suited to short-term operational forecasting, to settings where the analytical interest is purely in hazard physics, and to producing a single numeric risk score on its own — it is a causal framework that complements, rather than replaces, quantitative exposure and loss models. It is strongest as the interpretive backbone of vulnerability analysis.

'Pressure' refers to the progression of vulnerability that builds up over time — from root causes, through dynamic pressures, to unsafe conditions — squeezing a population when a hazard strikes, like one jaw of a nutcracker pressing against the hazard on the other side.
