Baseline Resilience Indicators for Communities

The Baseline Resilience Indicators for Communities (BRIC) is a composite-index method, introduced by Susan Cutter, Christopher Burton, and Christopher Emrich in 2010, for benchmarking the inherent, pre-event resilience of places to hazards and disasters. Rather than measuring how a community actually performed after a specific event, BRIC measures the standing conditions — social, economic, community-capital, institutional, infrastructural, and environmental — that theory and evidence link to a community's capacity to prepare for, absorb, and recover from shocks. Indicators are normalized, sign-corrected so that higher always means more resilient, averaged within each dimension into subindices, and summed into a single comparable score for every place. The 2014 refinement standardized the dimensions and demonstrated the index across all U.S. counties, making BRIC one of the most widely used baseline resilience metrics in disaster studies.

When to use it
Use BRIC when you need a comparable, pre-event measure of how well-positioned places are to withstand and recover from hazards, for benchmarking, screening, or targeting mitigation resources across many communities. It is well suited to county- or municipality-level comparisons within a country where consistent census and administrative data exist, and to tracking change in baseline resilience over time. BRIC is less appropriate when you want to explain or predict recovery from one specific event (use recovery-trajectory or loss-estimation methods), when the spatial units are too few or too heterogeneous for a standardized index, or when high-quality indicator data are unavailable for some places. As with any composite indicator, it should be paired with sensitivity analysis of indicator selection and weighting before its rankings drive decisions.

How does BRIC differ from a social vulnerability index?
A social vulnerability index measures susceptibility to harm — the characteristics that make populations more likely to suffer losses. BRIC measures resilience — the standing capacities that help a community absorb a shock and recover — and is explicitly multidimensional, adding economic, institutional, infrastructural, community-capital, and environmental dimensions to social factors. The two are related but not simple opposites: a place can be both highly vulnerable on some social indicators and resilient on others. BRIC is designed as a resilience benchmark, not merely an inverted vulnerability score.
Why does BRIC weight all indicators and dimensions equally?
Equal weighting is a deliberate choice under uncertainty. There is no consensus evidence on how much more one resilience driver matters than another, and weights estimated from a single past disaster would likely not generalize. Equal weights are transparent, easy to communicate, and avoid overfitting. Cutter, Ash, and Emrich adopt equal weighting within and across the six subindices, while recommending sensitivity analysis so users understand how much rankings depend on this assumption.
Can BRIC predict how a specific community will recover from a disaster?
Not directly. BRIC characterizes inherent, pre-event resilience — the conditions already in place — rather than forecasting the trajectory of any particular event, which also depends on the hazard's magnitude, warning, response, and aid. Empirically, baseline resilience tends to correlate with better recovery outcomes, so BRIC is informative, but it is best used as a planning and benchmarking tool and paired with event-specific recovery or loss models when prediction is the goal.
