Environmental barriers measurement is the general methodological strategy for assessing the environmental-factors component of the WHO ICF, which conceives disability as the product of an interaction between a person and the world they inhabit. Rather than a single questionnaire, it is an approach: enumerate the relevant environmental domains defined by the ICF — products and technology, the natural and built environment, support and relationships, attitudes, and services, systems, and policies — and then characterize each factor by its valence (whether it acts as a barrier or a facilitator) and its extent. Because the ICF treats the environment as something that can either hinder or help, the strategy deliberately measures both negative and positive influences rather than only obstacles. The assessed factors are then linked statistically to participation outcomes, and the deeper aim is to model the interaction between a person's capacity and their environment, so that the disabling or enabling role of context can be estimated. Specific instruments such as the Craig Hospital Inventory of Environmental Factors are particular realizations of this broader strategy.

How does this differ from the CHIEF instrument?

CHIEF is one specific, validated questionnaire that measures barriers in five domains using frequency-by-magnitude scoring. Environmental barriers measurement is the broader methodological strategy of which CHIEF is one realization: enumerate the ICF environmental domains, assess each factor's valence and extent, link them to participation, and model person-environment interaction. The general strategy can include facilitators as well as barriers, is not tied to a single set of items, and emphasizes the analytic step of modeling interaction. Choose the strategy when designing or selecting measures; apply CHIEF when its specific items fit.

Why measure facilitators and not just barriers?

Because the ICF treats environmental factors as two-directional: the same feature can hinder one person and help another, and participation depends on the balance of obstacles and supports. Measuring only barriers gives a one-sided picture and can mislead, since an environment with few barriers but also few supports is very different from one rich in facilitators. Capturing valence — barrier, neutral, or facilitator — and its extent preserves this directionality and lets analyses credit supports that compensate for limited capacity, which is essential to the relational view of disability.

What does modeling person-environment interaction add?

It captures the ICF's core claim that disability arises from the interaction of person and environment, not from either alone. Including interaction terms tests whether the environment's effect depends on the person's capacity — for example whether a barrier hurts low-capacity individuals more, or a facilitator compensates for limited capacity. A nonzero interaction means the same environment is disabling for some and not others, which additive main-effects models miss. Modeling this is what fully operationalizes the biopsychosocial model and turns environmental measurement into a genuine account of relational disability.
