An accessibility audit is a systematic survey of a built environment that measures its features against accessibility standards or codes to identify, classify, and prioritize barriers facing disabled people. The auditor inspects elements along the chain of use—approach and parking, the entrance, internal circulation, sanitary facilities, signage, and controls—taking concrete measurements such as door clear widths, ramp gradients, and reach ranges. These measurements are checked against the criteria in the governing standard, and any element that falls outside the required range is recorded as a barrier. Barriers are then classified by severity and turned into a ranked remediation plan. Framed by the WHO International Classification of Functioning, Disability and Health, the audit treats the physical environment as an environmental factor that can either enable participation or, when it imposes barriers, produce disability.

Use an accessibility audit when you need to determine, with measurable evidence, how well a physical environment serves disabled people and which barriers to remove first. It is the right method for existing buildings, public spaces, transit facilities, workplaces, and venues that must be checked against an accessibility code or standard, whether to demonstrate compliance, plan capital improvements, or respond to a complaint. The approach depends on physical access to the site and the right measuring tools, and it is most useful when a clear governing standard exists to define the criteria. It is less suited to appraising aspirational inclusiveness beyond code minimums (universal design evaluation fits better), to evaluating digital content (use web accessibility evaluation), or to arranging an adjustment for one specific individual (reasonable accommodation assessment).

What is the difference between an accessibility audit and a universal design evaluation?
An accessibility audit measures an environment against a specific accessibility standard or code to determine compliance and document barriers, with pass/fail judgments tied to numeric criteria such as door widths and ramp gradients. A universal design evaluation is broader and aspirational, judging how well a design serves the widest range of people without adaptation against the seven principles of universal design. An environment can pass a code audit while still scoring poorly on universal design—for example, if its accessible route is separate and stigmatizing. Audits set the legal floor; universal design evaluation pushes toward equitable use for all.
How does the ICF relate to an accessibility audit?
The WHO International Classification of Functioning, Disability and Health treats disability as arising from the interaction between a person and their environment, and it lists environmental factors that can act as facilitators or barriers. An accessibility audit is, in effect, a structured measurement of exactly those physical environmental factors. By framing the audit through the ICF, the auditor connects each measured feature to the activities and participation it enables or obstructs, which is what justifies classifying some barriers as far more disabling than others and prioritizing their removal accordingly.
Why rank barriers by severity instead of just listing every shortfall?
Because remediation budgets are finite and not every non-conformance disables to the same degree. A non-conforming main entrance that everyone must use is far more consequential than a minor shortfall in a seldom-used space, and some fixes are cheap while others are major works. Ranking by severity—how far the element departs from requirement, how heavily it is used, and how large the affected population is—and weighing that against cost lets owners remove the most disabling barriers first. An unranked list of every defect, by contrast, gives no guidance on where to start and often stalls action altogether.
