Population Momentum
Also known as: Demographic Momentum, Momentum of Population Growth, Keyfitz Momentum
Population momentum is the tendency of a growing population to keep growing for decades even after fertility falls to the replacement level, simply because its age structure is heavily weighted toward young people who have yet to reach childbearing age. Introduced by Nathan Keyfitz in 1971, the momentum factor measures how much larger (or smaller) a population will ultimately become if fertility instantly drops to exact replacement. It explains why ending rapid population growth is not immediate: the built-in youthfulness of a fast-growing population carries growth forward long after birth rates stabilize.

When to use it
Use the momentum concept when interpreting why a population will continue to grow or shrink despite fertility being at or near replacement, and when separating the effect of age structure from the effect of current fertility on future size. It is essential for understanding population projections and for policy discussions of why growth persists. Assumptions: the simplest momentum formula assumes fertility drops instantly to replacement and that mortality and the fertility age pattern stay fixed, an idealization. Do NOT treat the momentum factor as a forecast of actual future size — real fertility does not jump instantly to replacement; and do NOT apply the single-population formula to systems where migration is a major driver, since classic momentum ignores migration and assumes a closed population.

Why does a population keep growing after fertility reaches replacement?
Because a previously high-fertility population has an unusually large share of children and young adults. Even at replacement fertility, this large young cohort moving into the childbearing years produces more births than the deaths among the smaller older cohorts, so the population grows for a generation or more until the age structure adjusts to the stationary form.
Can population momentum be less than one?
Yes. In a population that is old and has had below-replacement fertility, the age structure is top-heavy with people past childbearing age. If fertility rose to exact replacement, births would still fall short of deaths for a time, so the population would decline before stabilizing, giving a momentum factor below one — negative momentum.
Is the momentum factor a population forecast?
No. It is a counterfactual that assumes fertility drops instantly to replacement and stays there while mortality is fixed, and it reports the ultimate stationary size relative to today. Real populations never experience such an instant change, so momentum is a tool for understanding the age-structure component of growth, not a dated projection of future size.
